Aleksandrov was born in Shtip, Macedonia; studied in the schools of the Bulgarian Exarchate in Skopje and Salonika; and joined the Internal Macedonian Revolutionary Organization (IMRO), which looked to create an autonomous Macedonian state.

Dominated by the Tosks, the assembly adopted a new constitution modeled after that of Yugoslavia. Despite gaining power, Hoxha faced innumerable internal problems: a devastated economy; opposition by many Gegs in the north who maintained pro-Zog loyalties; high illiteracy; few, if any rights for women; and both Yugoslav domination (through a Treaty of Friendship, Cooperation, and Mutual Aid) and machinations (especially over the future of Kosovo). Externally, Albania was an afterthought, especially for the Western Allies; even though the Allies refused to recognize Zog as the legitimate head of a government-in-exile, the very nature of Albania itself was never raised during the wartime conferences.

He withdrew Albania from the Warsaw Pact military alliance in 1968. Most important, Hoxha isolated the nation from the rest of Europe; contact with the outside world was essentially limited to China and North Korea. Hoxha declared Albania to be the first atheist state in the world after he outlawed organized religion in 1967. Clerics were persecuted by the regime. And with the crackdown on religion and culture came a cult of the leader; Hoxha’s words and deeds were glorified in the media.
