What is clear is that it is very easy to confuse and conflate competition between regions for resources and assets with the competitiveness of those regions, and yet the two notions are subtly different. Whilst regions may compete with one another in certain ways, this is not to say they are competitive in the same way as firms are, where rivalry is more closely associated with clearly defined selection, incentive and thus performance outcomes. However, inasmuch as the competition between regions occurs for factors which help shape the development and sustenance of a business environment conducive to competitive firms, there are clear connections with the second, much broader conceptualization of regional competitiveness, which sees it as pertaining to regional economic prosperity.

A region may What is regional competitiveness? 19 have a stock of highly competitive firms in the microeconomic sense, but if they are engaged in activities that create low added value per worker, then the economy will not be competitive in the macroeconomic sense. Thus, a region is ‘competitive’ according to this view when it has the ability to raise its standard of living and sustain ‘winning’ outcomes. This means it has the conditions to enable it to generate high profits and high wages. The difficulty lies in understanding precisely what these ‘conditions’ are.

Furthermore, all existing attempts to define and measure regional competitiveness internationally incorporate indicators relating to the quality of the business environment, business density and clustering and/or knowledge intensity and innovation, albeit in different combinations. The nature of these indicators and their inevitable use in regional benchmarking also help to perpetuate the notion that regions are engaged in fierce and direct competition with one another over these key resources and in respect of outcomes (see Chapter 4).
