Its intention was to work closely with the United Nations to report on and represent many of the issues that were of concern to its twenty member nations. Original members included Egypt, Syria, Lebanon, Transjordan (now Jordan), Iraq, Saudi Arabia, and Yemen.

Hafez al-Assad knew that he needed allies in order to survive as the new leader of Syria. The Palestinians had, in effect, formed a nation within a nation, acting with a certain level of autonomy within Jordan’s borders.
